Call for proposals: Feasibility study for an agriculture project in Mali

The SCF is currently evaluating an investment opportunity in an African agri-food company which aims to scale-up the production of fonio, the oldest cereal native to West Africa. Fonio is a highly drought resistant and nutritious grain, and demand for it is rising from both urban populations in West Africa and from international consumers. To accommodate the increasing demand for fonio, the company will develop an integrated fonio value chain, covering production, pre-processing, collection, processing, distribution, and commercialization. The company will also address the need to increase fonio production from smallholder farmers by creating a stable market for it, improving the livelihoods of smallholder farmers in Mali and potentially in other West African countries.

 

Today there are two major challenges to meeting the increasing demand for fonio: low production and the difficulty of processing the grain. The SCF’s Technical Assistance Facility has approved funds to carry out a study which aims toassess the feasibility of increasing yields and production volumes. SCF is therefore soliciting proposals from qualified organizations and experts with a solid track record and expertise in regenerative agricultural practices in the West African context and in the cooperation with smallholder cooperatives.

SCF in-person Regional capacity-building workshop in Africa : “Investing in sustainable subnational solutions for climate, nature, and people”

The objective of the regional workshop is to bring together key actors from national and subnational governments, project developers and financial institutions, and to present the SCF initiative, strengthen capacities in the development of projects on key thematic areas of the SCF and share experiences on sustainable finance in the region.

 

Program 

  • Day 1, The Sub-National Climate Fund, the Technical Assistance Facility, regional priorities

The SCF team will present a key overview of the Fund and its TA Facility, in addition to its key partners and provide an opportunity for learning and exchange about the regional and local priorities for sustainable investment.

  • Day 2, Strengthening capacities for high-impact and high-integrity projects

Sessions that day will enhance the ability of project developers to prepare high-impact and high-integrity proposals fit for SCF by exploring through a financial lens, the investment process for integrating Nature-based-Solutions and some of the case studies to which such have been applied.

  • Day 3, Enabling conditions for blended finance and regional opportunities

We will examine the opportunity for policymakers and regulators to afford private actors the optimum environment within which to lead investible climate-smart projects; and invite financial institutions to show-case investment and Technical Assistance prospects, gaps and challenges in the region.

Call for proposals: Feasibility study for an agroforestry project in Morocco’s Tafilalet region

The deadline to submit a proposal, originally scheduled for the 12th of December, has been extended to the 14th of December

 

Currently, date production contributes to 40% of the agricultural income of more than 2 million people in Morocco. The livelihood of over 200,000 smallholder farmers depends on date palm production. One of Morocco’s main dates producing region is Tafilalet, the world’s largest oasis stretching over a surface of 77,000 km2.

 

To address the threats of drought and climate change and maintain their revenues, farmers need improved access to commercial markets, improve the quality of dates through modern agricultural practices and to enhance oasis agro-biodiversity and sustainable production.

 

The SCF is currently in conversations with a project developer who intends to develop an agroforestry project in Tafilalet which aims to meet these multiple objectives. The 600-ha plantation will combine the plantation of organic olive, date, and possibly other plants, a smallholder sourcing scheme and a state-of-the-art processing centre.

 

In this context, the SCF is searching for a capable team of experts to assess the feasibility of various components of the projects. Please find more detailed information in the Terms of Reference (ToR)

Call for Proposal: Feasibility Study for an agroforestry project in Jamaica

To withstand current and future climate change impacts, the Caribbean must modernize its food production models. An unhealthy reliance on low quality food imports is creating social and economic vulnerability and the COVID 19 pandemic has disrupted food supply chains and the tourism industry, severely damaging the economic engine of the Caribbean region.

 

Just like many other Caribbean countries, Jamaica is a high weather-risk country. The agricultural sector, which provides a significant share of employment (16%) and is important to the country’s economic and social fabric, is particularly vulnerable. The Subnational Climate Fund is currently assessing an investment opportunity in a potential project located in the Southeast of the Island which would develop 100 hectares of a regenerative agriculture farm with infrastructure and digital extension services, aimed at food security, job creation, community resilience, ecological restoration, climate change mitigation and adaptation. The project will contribute to the CARICOM ‘25% by 2025’ imperative to locally produce 25% of its food by 2025. Infrastructure, regenerative cultivation methodologies, and smallholder engagement will reduce food import dependency in Jamaica and the wider CARICOM.

 

Jamaica is a net importer of coconut products, with 4,700 coconut producers who are largely small farmers with less than 10 hectares under coconut cultivation. Current production is insufficient to supply local demand, or to capitalize on opportunities that exist in the global and regional markets. Jamaica’s Coconut Board has resolved to attract 1,500 new coconut farmers to develop 60 thousand hectares of new coconut cultivation over the next eight years. The project helps to build the infrastructure on which the Jamaican coconut industry can thrive.

 

In this context, the SCF is searching for a capable team of experts to develop a pre-feasibility assessment and feasibility studies. The Terms of Reference (ToR)  provide detailed levels of the tasks.

Call for proposals: Feasibility study for an ecotourism project in Ecuador

Ecuador’s Galapagos Islands are among the world’s twenty most irreplaceable ecosystems and a world-class tourism destination. Tourism is the major economic engine of the Galapagos, representing 20% of Ecuador’s tourism Gross Domestic Product (GDP) and almost 80% of the economy in the Galapagos. Traditional tourism is increasing with many uncontrolled hotels popping up that follow only few rules, boundaries, or limitations leading to an increase in the number of invasive species, and conflicts with conservation goals and authorities. The tourism sector in the Galapagos is responsible for almost half of the islands total energy consumption, emitting annually 17,708 t of CO2. Invasive species constitute the greatest threat to biodiversity conservation and are considered one of the causes of extinctions of native species.

 

The Subnational Climate Fund (SCF) is currently assessing an investment opportunity in a potential project located on one of the Galápagos islands which would develop a sustainable ecotourism model to support the island’s critically ecology and biodiversity. The SCF project will demonstrate how ecotourism in Galapagos can help convert invaded landscapes into functional healthy ecosystems. In this context, the SCF is searching for a capable team of experts to develop the project’s Natural Ecosystem Restoration and Plant Nursery Design Strategy, as well as a Biodiversity Action Plan and a Monitoring and Evaluation Plan. The Terms of Reference (ToR)  provide detailed levels of the tasks.

The Subnational Climate Finance Initiative announces the establishment of a High-Level Advisory Committee

New York, 19th of September 2022, The Subnational Climate Finance Initiative (SCF) consortium members are pleased to announce the establishment of a High-Level Advisory Committee. Their first meeting will take place on the 20th of September, in New York City in the context of the Climate Week.

 

The role of the committee will be to advise the SCF Consortium on best opportunities to invest in regard to SCF mission.

 

This Committee is composed of well-known experts in their field of expertise in climate science, finance/economies, sector/technical, biodiversity/nature-based solutions, and environmental/social management systems (ESMS).

 

The committee will be chaired by Henry Gonzalez, Deputy Executive Director, Green Climate Fund. Ahead on the meeting, Mr. Gonzalez commented; “I look forward to chairing the first meeting of SCF’s High-Level Advisory Committee, which will provide important insights from a diverse group of experts on SCF investments and impact.  As the anchor investor of SCF, GCF is pleased to contribute to the Committee as its guidance will help ensure climate-smart transformational projects and value creation at the local level.”

Call for proposals to perform a feasibility study for a waste management project in Ecuador

The economy of Ecuador, the upper-middle income country in north-western South America with 17 million inhabitants famous for its megadiverse flora and fauna, has ambitious climate mitigation commitment. Despite huge government efforts, an important share of municipal solid waste (MSW) is still being disposed in landfills and open dumpsites. The decomposition of organic waste in these landfills and open dumpsites leads to the emission of methane, a powerful greenhouse gas. Today, the municipal waste management sector in Ecuador represents a huge potential to mitigate greenhouse gas emissions and to improve the health and safety conditions of many informal waste pickers working on the landfills.

 

The Subnational Climate Fund is currently assessing an investment opportunity in a potential project to build and operate an integrated waste management facility in a city in the province of Manabi. In this context, the SCF is searching for a capable team of experts to conduct a full technical and economic feasibility study of the project. The Terms of Reference  (ToR) provides detailed levels of the tasks.
